Project accountant/Administrative officer for STeP II

Context
Active in Mongolia since 2004, AVSF implements a set of programmes related to the yak fibre and cashmere value chains, sustainable pasture management and animal health. AVSF has been recently granted a project under European Commission’s SWITCH ASIA program. STeP EcoLab II (Sustainable Textile Production – Eco-labelling, phase II) will run for a period of 4 years and start on January 1, 2025.
The project aims to contribute to the transition of Mongolia to a low-carbon, resource efficient and circular economy, whilst promoting more sustainable textile value chain, contributing to economic recovery.
STeP EcoLab II will specifically strive to contribute to integrate Mongolian textile MSMEs into global greener value and supply chains by (i) engaging and supporting MSMEs in the replication of sustainable and certified raw material sourcing mechanisms; (ii) reinforcing the credibility of ecolabelling schemes; (iii) developing a conducive environment for textile processing sector to switch to sustainable production practices.
Responsibilities and duties
- Ensuring Accountancy, Administration and Logistics management are implemented within the duration, scope and budget of the approved proposal;
- In charge of timely processing of payments to suppliers.
- Check, verify the project accountancy and partner`s expense reports, supporting documents.
- Preparation of VAT exemption report to relevant authorities.
- In collaboration with PM, prepare the project fund request.
- Manage the budget follow up reports for project and partners.
- Prepare the project related procurement documents, conduct the procurement according to donor and AVSF guidelines (tendering, quotation processes, prepare contracts with consultants, etc) with the technical support of PM and under supervision of Country Representative.
- Ensure proper archival of relevant documents (contracts, receipts, invoices, etc).
- Leading role of of the organization and monitoring of the Accountancy implemented by partners;
- Participating to the organization of trainings, workshops and technical assistance to partners; especially on accountancy and finance and TAX reporting;
- To follow-up the Mongolian laws and AVSF internal rules, Donors procedures related to Accountancy, Logistics and Administration;
- Fulfil other duties requested and/or needed by PM, Finance, Admin Manager or Country Representative.

Candidate Profile
The candidate will possess a higher education degree in Business administration and Accountancy with confirmed work experience of at least 6 years in similar role and/or demonstrating a steep learning curve.
The successful candidate will be a strong team worker, performing well under pressure and tight deadlines with an acute sense of diplomacy and communication. Her/she will have demonstrated analysis and synthesis abilities, excellent reporting abilities, and altogether an outstanding capacity to work in autonomy.
- Prior experience with Accountancy on Cooperative development, support and working with Herders Groups, MPME and CSOs;
- Prior experience working with Local administration, NGOs on the field of Accountancy, Business and economy;
- Strong leadership, communication and organizational skills are a must.
- Working knowledge of English
- Must know how to use Microsoft Office Pack
- A strong ability to carry out cross-cutting and varied tasks is a significant asset.
